Political, Policy, Advocacy & Civic Engagement (PPACE) Director

The PPACE Director will lead the political, policy, advocacy and civic engagement team across our c3 and c4 organizations, 25% and 75% of their time respectively.

Hours: 1.0 Full Time Equivalent

Compensation: $73,732-$84,706 depending on experience

Organization Description:

APANO Communities United Fund (CUF) and APANO Action Fund (AF) unite Asians and Pacific Islanders to build power, develop leaders, and advance equity through organizing, advocacy, community development, and cultural work. We envision a just world where Asians and Pacific Islanders and communities who share our aspirations and struggles have the power, resources, and voice to determine our own futures, and where we work in solidarity to drive political, social, economic and cultural change.

Position Description:

The PPACE Director will lead the political, policy, advocacy, and civic engagement team across our c3 and c4 organizations, 25% and 75% of their time respectively. They will programmatically direct the 501c4 organization to provide political and strategic direction, direct electoral organizing and year-round civic engagement efforts with our members, staff, and partners. They will build political power to ensure we win during elections, and sustain successful grassroots campaigns beyond ElectionDay. The PPACE Director will work closely with the Cultural Strategies Team andCommunity Development Team to develop and oversee campaigns where APANO is supporting or leading. They will direct efforts to grow APANO’s political advocacy and civic engagement membership base and engage with other c4organizations statewide. This position is part of the organization’s senior leadership.  They will report directly to the Co-Executive Director or Programs and supervise at least four full-time staff.

Primary Responsibilities:

Political Strategy, Policy Development & Civic Engagement (30%)

  • Providing political and strategic direction with programming, mentorship and consultation for electoral ballot, GOTV, legislative policy and administrative campaigns and budget advocacy with community members, staff and partners;
  • Leading strategic “big picture” work planning and program development to anticipate and respond to challenges and opportunities, and propose program and resource shifts to meet those challenges/opportunities;
  • Co-directing overall political, policy, advocacy, and civic education strategy (Monitor local, state, and national politics to build political narratives and communications) including communicating political updates to APANO’s base, VOTE Network partners and stakeholders to move members to action.
  • Lead base-building and organizing strategy to base build and  integrate programs utilizing programs like Every Action and VAN
  • Co-leads policy development from community feedback, staff, board, and coalitions particularly for APANO’s energy/climate justice goals and priorities.

Organizational Thinking and Leadership (20%)

  • Serving as principal contact for decision-makers on electoral and ballot measure priorities.
  • Cultivating, aligning, adapting and integrating electoral, legislative and administrative campaigns, goals and strategy.
  • Managing the organization’s role and presence on key electoral campaign coalitions and synchronizing electoral and civic engagement work within APANO.

Staff and Program Management (25%)

  • Lead PPACE Team, responsible for collaborating and writing the PPACE Team Program annual work plan, guiding and approving individual work plans, and performing management functions including supervision, evaluation, monitoring personnel policies, and creating a learning environment that supports staff in doing their best work;
  • Co-create the PPACE Team budget and personnel decision-making
  • Supervise and manage staff, providing professional guidance and training to interns and volunteers when necessary.
  • Oversight and activation of the VOTE Network.

 Fundraising, Development and Earned Revenue (25%)

  • Envisioning, developing project and program concepts for grant proposals, grant reporting, curriculum development and grassroots fundraising efforts with the development team
  • Grant reporting, campaign finance reform reporting, data training and administration, lobbying reporting
  • Oversight on the Voter Activation Network (VAN) and Internal Every Action database and the organization’s internal systems to update records, target lists for campaigns, and coordinate electoral organizing activities

Required Qualifications:

  • The PPACE Director needs to be highly organized, energetic, capable of motivating and managing staff, volunteers, and data
  • Strong belief in the mission of the organization and uncompromising commitment to advancing racial and gender equity and the progressive movement
  • Demonstrated capacity to identify politically strategic opportunities for movement building and leverage those opportunities into measurable mission-aligned action
  • Demonstrated experience in program development and oversight, budget tracking and projecting, and grant reporting and writing
  • Ability to effectively multi-task, work well with others under pressure, and creatively adapt strategies and tactics as needed
  • Ability to effectively supervise multiple individuals, including permanent or temporary staff with experience managing staff sharing agreements with a 501(c)(4) organization
  • Highly effective interpersonal, leadership, consensus-building, and coalition-building skills, with ability to forge new relationships and foster existing ones
  • Excellent oral and written communications skills; ability to persuade others
  • Willingness to travel out-of-town and work evenings or weekends as needed
  • Demonstrated fundraising experience from individuals, foundations, or corporations
  • Familiarity with canvassing or campaigns; apps and online technology
  • Experience with training volunteers and entry-level staff in field tactics (phone banking, texting, email, door canvassing, tabling)
  • Ability to understand, interpret, and explain complex materials
  • Ability to establish and maintain effective working relationships in a team environment

Preferred Qualifications:

  • Bachelors/Masters Degree or commensurate relevant industry experience
  • Experience with effectively coaching or mentoring individuals for leadership and professional development purposes
  • Experience with working in multilingual spaces
  • Experience in c4 candidate endorsements and campaigns
  • Familiarity with Voter Activation Network (VAN), EveryAction, legislative tracking systems like Quorum and field metrics
